Do you see "press any key to boot from CD" when you power up with the CD in the tray ?
If not, either your BIOS is not set to boot CD before HDD, or the CD hasn't burned properly.
You can check the CD by booting it on another working PC.

Hi, I downloaded the vista 32-bit torrent and burned the image onto one of my discs, however when I insert it into my vista drive nothing happens.
This is the error message I get:
Windows failed to start. A recent hardware or software change might be the cause.
and
Info: An error occurred while attempting to read the boot configuration data.
Thought the disc would solve this but it just sounds like my computer is trying to read the disc then stops.

No, the screen stays the same, but I did notice in the boot setup menu that HDD is set before CD. Do I just modify them/switch them around?
Addendum:
Ok I switched them around and got it to work. It booted the cd drive first and now I'm at the Install Windows screen.

All right problem fixed. My computer is running fine again. Thanks for the help that tip made all the difference.
