The EasyBCD has my Windows 10 partition listed under 2 different drive letters ( F: and I: )
The correct letter is I:
The effect is that I have to have the Windows 10 DVD in the DVD drive to boot.
---------------------------------------------------

There are a total of 3 entries listed in the bootloader.

Default: Windows Neutron-Win10
Timeout: 30 seconds
Boot Drive: F:\

Entry #1
Name: Windows Neutron-Win10
BCD ID: {default}
Drive: I:\
Bootloader Path: \Windows\system32\winload.exe

Entry #2
Name: Windows 7
BCD ID: {b0dc83a7-1a6a-11e6-b98c-f9d3216a8608}
Drive: F:\
Bootloader Path: \Windows\system32\winload.exe

Entry #3
Name: Windows Vista (TM) Ultimate (recovered)
BCD ID: {current}
Drive: C:\
Bootloader Path: \Windows\system32\winload.exe

That's saying that you're trying to boot W10 (on I) from the W7 bootmgr (on F)
That's not possible (older Windows can't boot newer unless you upgrade the version of bootmgr to match the newer release)
Change your BIOS boot sequence to direct the boot to the W10 HDD (or set W10 "active" if it's on the same HDD as W7)
