Hello, I am trying to rollback my surface pro 3 to Windows 8.1 from Windows 10. There being almost no storage left, I never should have updated to Windows 10 in the first place, took up why too much storage.
I have created the USB and followed the steps and tried booting from USB storage but it does not boot with the USB.
Please help.

I'm no expert with this but Rollback only works within 10 days of upgrading and provided the "windows.old" folder is still there.
You would have had to make the USB stick bootable, plus made it the first choice drive in the boot setting is BIOS/UEFI, then rebooted.
Guide: A utility for fast, free, and simple Windows 10 uninstallation
Failing that then a Windows 8.1 operating system disc would be needed to format the drive and reinstall that system.

I know you've resolved the issue (congrats, btw) but for future reference, I'm not sure if the Surface Pro 3 supports booting in CSM (legacy/non-EFI) mode?
