Environment:

Windows Vista with IPv6 configured as default interface.

Localhost points to ::1 on IPv6 machines, causing problems when we attempt to communicate with tcp://localhost:9076. Try connecting to tcp://127.0.0.1:9076 instead to force IPv4 usage?
