Behavior can be disabled by changing values in iReboot.exe.config

Build 10 of iReboot reverts the behavior of Build 9 by reverting the default from enabled to disabled. (i.e., iReboot currently won't change behavior until you actually press something, unless you change values in iReboot.exe.config)
