    Add a static no-running-in-the-background executable to the ToolTipFixer project. This can be used by memory-limited users who don't need TTF running in the background at all times. Probably should come with a quicklaunch shortcut or something.

By running "tooltipfixer.exe -f" you can force the update of tooltips without installing the service.

Need to integrate it with the installer though.
