Cant get EasyRE to work.

Just bought easy re recovery tool and cannot get it to fix Windows 8. I paid 20 bucks for this please help.
computer is stuck in blue screen Loop. I created the disk with USB Creator tool formatted correctly and the PC is not picking it up. When Rufus was creating the USB there was something about a grub file missing. it's this what's wrong and where do I get it?

The instructions are really clear about this: Rufus does not support EasyRE, and until it does, you'll need to follow these instructions instead:
