Unable to create bootable USB with EasyBCD

Okay, so maybe EasyBCD is not that easy. My goal is to create a bootable usb with some tools on it. I thought first create a bootable usb with nothing on it. should be simple enough, right? wrong. I selected BCD deployment, selected the device and clicked on install BCD. I allowed the new BCD store to be loaded automatically, although I don't really know what that means. I then selected the windows 7 bootloader.

When I try to boot off of the usb I get:
"Windows failed to start. A recent hardware or software change might be the cause."
"File \Boot\BCD status 0xC0000001"
"Boot configuration data for your PC is missing or contains errors"

The documentation is rather thin. It seems that it assumes a lot is known about this process and I haven't a clue as to what is supposed to happen during this process. I was hoping for instructions on how to not only create a bootable disk but how to install additional tools. Actually I was hoping that process would be partially done by the easyBCD tool. So I guess I not only need an answer as to why my stick won't boot but also maybe someone to give me steps for adding tools.

thanks

john
