Monitor sleeps durning Boot Menu

Three hard drives with operating systems: 1. Windows 7, 2. Windows XP, 3. USB Windows XP.
All working except as follows:
On turn-on, computer starts up and goes through the BIOS display.
The screen goes blank and shows the message “Monitor going to sleep” for a few seconds. (This happened for about 10 seconds with a normal single boot operation.) The screen will stay off until the 30 second timer times out or enter is pressed.
During this time the Boot Menu is active, but does not show on screen.
Pressing Enter (or after the 30 sec. timer) the boot process proceeds normally to Windows 7. (The screen function returns the same as it did before configuring the dual boot.)
If during the blank Boot Menu interval the Down Arrow is pressed, the screen will then display the XP and USB XP Boot Menu, which functions normally.

Why does the first Boot Menu not turn on a video signal to the monitor, although the second one will?
