Bootable USB not working as boot device

I recently purchased windows 8 recovery download.
I created a bootable USB stick and changed all recommended settings on Acer S3 model but computer will not recommend boot drive
Used a SanDisk 32gig and the free bootable USD creator but nothing. Tried 2 separate USB sticks and 2 separate iso image downloads just encase one was corrupted. Not Happy
 
I am trying to create a bootable USB zip drive so that I can boot up an older HP Pavilion laptop that was running Windows XP.

I had downloaded the Easy USB Creator lite.exe. When I run that program, its wants ISO files first. I tried browsing to find these ISO files but the only link that even suggested them had a price on the download, so I assume you can't get these ISO files for free ? I don't want to spend any more money on this laptop because I'm not sure that it will ever work again. Are the ISO files necessary to make the boot stick ?
