no boot device

I just brought the Windows 8 recovery cd from NeoSmart and It did not work. I created a bootable usb stick and loaded into the flawed laptop. I received an error message stating that there are no valid Windows partitions on this computer. I am using Windows 8.1 in legacy mode. It is an Acer Aspire laptop. It say to use testdisk at the command prompt. I need a refund of $19.75. Thank you. sister5091
