Bootable device not found

I am trying to recover a Windows 7 machine and have been unable to get it to boot from either a CD or USB drive (the USB boot error is shown in the title). I have verified that they both work fine on another Windows 7 machine, so the fault is not in the media. I recalled that this machine was originally installed with Vista and was upgraded later to Windows 7. Would this make any difference to which version of recovery disk I should use? This machine will boot from the upgrade installation disk.
