bootmgr is missing

i keep getting a bootmgr missing press ctrl+alt+del to restart. i have a toshiba satellite L355-S7835 and it came with windows vista so i dont have a disk. is there any way i can retrieve the bootmgr somehow?
 
ok i did the cd and hit any key now all i have is a blue screen with an arrow its been 1 hour
ok i finally got to the repair but when i pushed it all it did was stay blue.. nothing happened
also i tried running the recovery disk to return it to the out of box state but all it does is say preparing initializing the partition. please wait and thats all it does

Our disc can only be used to recover a non-booting system from the startup repair functionality or from an available system restore point. You won't be able to use it to return to factory defaults or re-install Windows. If you read a bit some in the link I provided showing you how to startup repair theres some manual recovery instructions there as well you can try.
