bootmgr missing

I am using an hp pavilion elite e9220y desktop which got a virus last week. I use avg antivirus software which did not solve the problem so I went to system restore and was going to make my backup disks but that was taking 29 disks so I thought I could back out and continue backup to an external.......wrong now I get the bootmgr missing pres ctrl alt delete message and cannot use my disks that I originally made when I bought the computer with a what I thought would be a clean install when I had a crash. I cant boot from my cd drive to the disk to get back to system recovery. Dont know if this is enough info or not but any help would be appreciated.
