Can't download the windows vista 32-bit Repair Disc.torrent

I can't download the windows vista 32-bit Repair Disc.torrent file. I get an access denied error. I am not sure why that would be happening. I am in Thailand at the moment and am trying to fix my friend's computer and i could really use that disk. Below is all the details i get.
