I can't see where you got that from in the wiki.
If you're referring to a thread somewhere, then it probably meant to change the timeout in the second Linux boot menu to zero so as to prevent being presented with two menus when you boot.
Don't ever change the boot time to zero in the BCD unless Vista/7/8 is the default if you ever want to get back into Windows again.
