Dell M6500 "The TPM could not be initialized"

I bought an used mother board from ebay, and installed it.
Please see the picture. ""The TPM could not be initialized""
However, if I pressed F1, then windows will start.
Do you have any suggestion to solve TPM problem? Is this mother board bad?

Contact the seller or manufacturer of your PC or the motherboard for help with a TPM problem. That means the TPM is not working correctly.
Make sure all cables are connected to the power supply and motherboard if accessible.
The worst scenario is that the motherboard needs replacing as this one is a dud.

If you used PayPal you can send it back for a refund or open a dispute if the seller doesn't agree to a return. I think that motherboard is faulty.
