Disable to open EasyBCD 2.3

I am using windows xp.
Last few days i downloaded Easybcd 2.3 and was successfully installed. But when I doubled-clicked on the icon on my desktop, a sandclock image appeared beside the mouse pointer and I waited for ages but nothing happened. I tried several times but it didn't seem to work. How I am going to open it?
 
EasyBCD cannot be used on an XP-only PC.
XP doesn't have a BCD for XP to open.
The BCD replaced XP's "boot.ini" with the advent of Vista, and has been the boot information repository through to W10
 
It's odd that it tried to run, though. It should show a message and exit. Might be a bug, I'll have to test it out on an XP-only environment and see.
