Delete C:\Users\YOUR USER NAME\Application Data\Local\NEOSMART_TECHNOLOGIES and try again. You'll need to enable viewing of hidden and system files to do this.
For your specific setup yes. But for me it would read
C:\Users\KSoD\AppData\Local
Which is why he put in a generic Your User Name in its place. Unless you are in reference to the fact he put Application Data instead of AppData. That is a common mistake when you work with so many versions of Windows. It is known as Application Data in XP but in Vista and Win7 it is AppData. Go figure.
