Easybcd not working on a non-system partition. How to change that?

I have a multiboot system with Win 10, Win 7 and XP.
Win7 is the system partition, but win 10 is the boot partition.
Apparently Easybcd can only change boot options on the system partition.
Question: what is the safest way to change the system partition from Win 7 to Win 10?

FYI
Disk Management flags have the following meanings

"boot" = "this is the system you're running"
"system" = "this is where I found the boot files for the currently running system"
"active" (on the first HDD in the BIOS boot sequence) = "this is where I started the search for the boot files"
"active" (on subsequent HDDs in the BIOS boot sequence) ="this is where I will look if I don't find something in the MBR on the first HDD"

W10 added to an existing W7 PC will add itself into the W7 BCD (and update the bootmgr to W10 level on the W7 drive).
That's MS Setup architecture to make dual-booting automatic and painless.
