Error Recovery Screen

Whenever I turn on my computer it goes directly to the Windows Error Recovery Screen. It gives me two options (1. Launch Start up repair 2. Start windows normally) If I choose 1. it will say it is loading files, then go to a blue screen saying that a problem has been detected. If i choose 2, it will load files then just restart and go back to the error recovery screen. I tried using the recovery discs but it goes to the blue screen. I did a diognostic test on the harddrive and it said it passed.
Can anyone help me out?

Hi eric, welcome to NST.
Do you mind posting the exact error message mentioned on that blue screen?
I believe it will help us figure out where the problem lies.
 
I get a blue screen saying
"A problem has been deteceted and windows has been shut down to prevent damage to your computer."
then is has stuff about if its the first time to restart computer and if not press F8 to select advanced setup.
then the technical information:
*** STOP: 0x0000C1F5 (0x00000000,....)
