Why did you follow instructions for fixing a system with a broken boot process when you haven't actually installed the OS yet ?
If you put a genuine W7 DVD in the tray and power up a PC with a (working) DVD-ROM drive and the drive has boot priority, you will see that message.
If you don't see it, then either a) the BIOS priority isn't what you think, b) the DVD drive is faulty, or c) the disc is faulty/not bootable.
You can check b) by booting any other bootable disc you have (try CD and DVD, they use different lasers, and one or other might have failed), and c) by booting the W7 DVD on another PC.
If you install W7 to a new HDD which you pre-format with a single partition, W7 might very well try installing its boot files elsewhere. (it likes to keep boot and OS separate if it can).
Disconnect any other HDDs while you try the install if you want to force everything into one partition.
