Sure you got the boot sequence right in the BIOS? You haven't been fooling around with any of the other options in the BIOS, have you?
 
My best advice is to reinstall Windows.
You may be able to get it to boot again, using trick or hack, but the time spent debugging the problem would be far more than just doing a reinstall. Would have thought the fixmbr and fixboot commands would have fixed the disk read error, and got it working again, but I guess not...

If you need to recover any data, you can download a free Linux distro, burn the ISO to a CD with ImgBurn, boot it, and then use the "Try Ubuntu with No Change to My Computer" option to access the Ubuntu desktop in a Live session. Once there, its only a matter of going to Places>Computer>the partition your stuff is on, and copying it over to an external HDD.
