How to execute EasyBCD

Hi all,
I downloaded EasyBCD to fix a PC that stopped booting unexpectedly. OS is Windows 7 PRO and PC is DELL OPTIPLEX 9010. I downloaded a program named EasyBCD 2.4.exe and I copied it to a flash drive. I copied it in C:\ in the PC that doesn't boot, but I need to know how to execute it and what should I expect. Please remember that in that PC I have access to the command prompt but not to the windows 7 pro that was installed there originally.

EasyBCD is a Windows .NET application.
It needs a working OS to run.
It's purpose is managing the contents of the Windows bootmgr's BCD store.
To fix the boot on a non functional PC, you can use the Windows installation DVD/flashdrive
Fixing the Windows Bootloader via the setup DVD
or a Windows repair disk
Create on a working PC
Control Panel > Backup & Restore > Create Repair Disc
Neosmart used to host a copy of the latter until MS threatened legal action for copyright infringement (even though it's a free product).
In it's place Neosmart developed a Linux-based Windows repair disc, but it's not a free product.
