It means the Windows version you are trying to install lacks driver(s) for the hardware in use. Generally happens when trying to install an old legacy OS on modern h/w. First happened to me trying to transfer W95 onto a new PC and it was unable to cope with the massive size of a 2Gb HDD. Had to go out and buy WME upgrade.
Nowadays you have the option of creating a virtual machine on a modern Windows to emulate an environment that the legacy OS is happy with and run it that way rather than trying to install it.
