Lenovo will not boot to neosmart disc,

Down loaded neosmart for windows 10 and it will not start up to the disk.
What files are supposed to be on the disk, it only shows to be one file
The machine continues to go through the diagnostics and won’t accept passwords at all

No one has answered and I would like to know if I need to get a refund as this software does not start up in the disk,
