Missing utilities!

Recently I have lost the ability to adjust screen brightness and to put my computer to sleep. Ive read that this has something to do with missing drivers
but I can't seem to find how to get the drivers. One thread told me to do enable something in command prompt but a message came up about legacy drivers and how I was unable to make changes.

I could really use some help

What graphics card do you have?

Have you allowed Windows Update to replace your graphics driver ?
You can always try "roll back" to the previous version.
