no boot selection

I have the following configuration: windows 7 installed on C:\ , Vista installed on the same hard drive in a second primary partition named V:\ . When starting EasyBCD, it reports cannot find BCD file. When I navigate to C:\windows\boot\pcat\ there it is! It only shows one entry, in c:\ . I add a 2nd entry and it accepts the entry for vista in V:\. Upon rebooting, which takes about 4 or 5 minutes, no choice of os is offered and I boot into Windows 7. Any help would be appreciated.
 
The BCD store isn't installed to C:\Windows\boot\pcat, it's installed to C:\BOOT\BCD

Just go to EasyBCD -> BCD Install/Repair -> Re-Create BCD Files
