Hi is there anywhere where I can directly download Windows vista recovery disc from as my uni blocks torrents.

Sorry, not possible.
When the ISO was originally hosted here, direct links were posted in China which blew several month's bandwidth overnight.
As a student himself, the site's owner couldn't take the hit, and torrents are the only practical way to provide the service without bankruptcy.
A friend's home PC perhaps ?
