Startup Repair Loop

Hello, people of the NeoSmart forums. I seem to be having a problem with my laptop, the Startup Repair loop.

I run Windows Vista. Not so sure of other specs. I have tried repairing as it suggests, safe mode, and last known good configuration, and none seem to work. The problems started this past Wednesday.

I've seen other sites saying something with the Command Prompt. I'm a total novice when it comes to anything beyond web browsing, playing games, etc.

I've checked for Restore Points, but there aren't any, apparently.

There's a lot of information (most of it not being mine) on this laptop. Is there a way I can move all this info to an external hard drive and then do a full System Restore?

I'm sorry that this seems very disorganized.

Thank you to everyone in advance,
