How old is the PC ?
I had a similar failure to progress recently which was caused by the mobo CMOS CR2032 battery reaching the end of its useful life.
Replacing it was an easy (and cheap) fix.
Are you getting any beeping sounds?
If so look them up online for your OEM.
The number and duration are a code to indicate which h/w device is responsible for the failure, if it is a h/w problem.
