Vista file transfer rate

Does anybody have the problem where transfers of files between hard drives is very slow? When i start to move a file it will start out semi fast while it calculates the time left. then it slows down to around 15-20 mb/sec. Sometimes it reaches less than 1 mb/sec. Is this a Vista problem or not?
And if so does anybody know about a fix?

Bad I/O Transfer rates are a known issue in Windows Vista, but they were supposed to be fixed in SP1...

15-20 mbps for a laptop 5400 hard drive is pretty good.

This is a update that is supposed to improve the reliability of Vista. It was released but not thru Windows update AFAIK.
