Pardon me while I (again) say nasty things about MS Windows 10 . . . !
What now? When editing a photo in PhotoshopElements (for example, using the magnetic lassor tool), the screen will suddenly "jerk" -- and the tool will "complete itself" even though I'm not done with the draw.
Please: Anyone have any information about what the problem is and how to stop this from happening?

According to PS website:
Photoshop Elements 14, Premiere Elements 14, and later versions are compatible with Windows 10 but the NT version would be 10.0.
Not sure as I have no knowledge of NT versions.
Best ask on a specialist forum such as: Ten Forums
 
I would upgrade my graphics drivers before anything else. Photoshop uses hardware acceleration for a lot of things.
