Disabling Windows 7 fast boot on warm restart

Can EasyBCD help with this or a registry tweak? If I do a warm restart in Windows 7 the RAID controller and drives do not load. Powering the machine off/on all loads and works fine. Prefer to have windows do a full BIOS post restart as if a cold boot power reset. Occasionally need to restart a NVR server from a remote location is why. The other option is to power-off remotely then use WOL to restart via the NIC, This is not ideal though.

Don't want to remove the restart option in the start menu. Only would like Windows to do a full-post reboot when RESTART is selected. The latest MoBo BIOS and controller firmware and drivers are installed. Have searched far and wide for a resolution and none found. Dell Optiplex 9020.
